Is a rebalancing of F1 an achievable goal?

Many hope that the three big teams will stop outrageously dominating F1. McLaren boss Andreas Seidl believes the new regulations in 2021 will benefit small teams:
F1 will be more balanced in 2021. We think we can improve with the new rules. We can join the main teams.
The standardization of budgets ($ 175 million for all teams), as well as technical modifications could effectively allow McLaren, Renault, Haas or Racing Point to close the gaps with Ferrari, Mercedes and Red Bull.
